OPDSTAR NHI MCP — Terms of Service

Effective: 2026-05-13 · Applies to the /api/mcp remote MCP endpoint and the @opdstar/nhi-mcp npm package.

The OPDSTAR Taiwan NHI MCP server provides public, read-only reference data for AI agents and developers building tools that need authoritative Taiwan National Health Insurance information. By calling the endpoint or installing the package, you agree to these terms.

Reference only. The data is informational and intended to support — not replace — a clinician's judgment. Final coding, prescribing, and claim-submission decisions rest with the treating physician. Authoritative source is 健保署 (Taiwan NHI Administration).

1. Service description

The service exposes Taiwan NHI reference data via the Model Context Protocol (MCP) over JSON-RPC 2.0. Tools include lookup of rejection codes, audit clauses, drug payment rules, fee schedule entries, special materials, appeal-case precedents, ICD-10 codes, and Taiwan drugs.

The MCP server is a translation, lookup, and reference tool. It is not a medical device, a clinical decision-support system (CDS), or a billing-submission tool. It does not:

Outputs phrased as suggestions, warnings, or examples are reference material. The treating physician is solely responsible for clinical, coding, and submission decisions.

4. Accuracy and freshness

We refresh the reference dataset against 健保署 announcements on an ongoing basis. Despite reasonable effort, the data may lag the latest 公告 by hours to weeks. For the latest definitive version of any rule, consult www.nhi.gov.tw directly. The /api/mcp-status endpoint reports the freshness signal for each dataset.

The service is provided "as is" and "as available" without any service-level commitment. We may change, suspend, throttle, or discontinue the service at any time. Major changes that affect callers will be announced at github.com/tatsuju/opdstar-nhi-mcp.

To the maximum extent permitted by applicable law, the service is provided without warranties of any kind, express or implied, including warranties of merchantability, fitness for a particular purpose, and non-infringement. OPDSTAR is not liable for any direct, indirect, incidental, consequential, or special damages arising from use of the service, including lost reimbursement, claim denials, or downstream clinical outcomes.

8. Governing law

These terms are governed by the laws of the Republic of China (Taiwan). Disputes that cannot be resolved through good-faith discussion are subject to the exclusive jurisdiction of the Taiwan Taipei District Court (臺灣臺北地方法院).

9. Changes

We may update these terms. Material changes will update the Effective date and be announced at the GitHub repository. Continued use after a change constitutes acceptance.
